Here, Military Expert 4 (ME4) Leow Ying Kai Bryan is instrumental in helping to guard Singapore against threats both seen and unseen and supporting the provision of accurate, relevant and timely intelligence.

Military Expert 4 (ME4) Leow Ying Kai Bryan graduated from University College London with a Bachelor of Arts (Honours) in History and from Columbia University in the United States with a Master of Arts. He is a recipient of the SAF Merit Scholarship and is currently Officer Commanding, SAF Mapping Unit with The Digital and Intelligence Service.

The Digital and Intelligence Service (DIS) is a pioneering force in the realm of technology-driven intelligence, allowing the Singapore Armed Forces (SAF) to operate better as a networked and integrated force.

Being a driving force in the DIS is a crucial job – especially in an age of digital threats.

Having been awarded the SAF Merit Scholarshipin 2017, Bryan graduated with a Bachelor of Arts (Honours) in History from the University College London and a Master of Arts from Columbia University. Today he thrives within the DIS as an Officer in the SAF Mapping Unit.

A Perfect Fit

Bryan has always had a keen interest in the military. Growing up, he constantly found himself reading up on past conflicts and learning about military developments around the world. “As a Military Intelligence Expert in the DIS, I am able to pursue my interests in military affairs and dive deep into topics that I am passionate about,” he shared.

Signing on with the SAF had always been in the cards. However, he was only made aware of the SAF Merit Scholarship by his recruitment officer. After doing his own research and due diligence regarding the scholarship, it was full steam ahead for Bryan.

“Signing on came naturally to me, and the scholarship gave me valuable opportunities to develop myself and become the best Military Intelligence Expert that I can be,” he said.

The scholarship opened doors for Bryanto broaden his horizons and shape him into the person he is today. “The new perspectives gained from my years abroad helped me to appreciate the unique and vulnerable position that Singapore is in and drives me to be a better Military Intelligence Expert,” he said.

The scholarship also provided Bryan with unique developmental opportunities such as engagement sessions with senior MINDEF/SAF leadership and exchange programmes with overseas military officers. This offered him insight into the kind of work he would eventually do.

Where Security Meets Intelligence

At present, Bryan is the Officer Commanding of the SAF Mapping Unit, an integral part of a team that uses imagery to provide decision-makers throughout MINDEF and the SAF with accurate, relevant, and timely intelligence. “It offers them the necessary insight to make the best decisions for Singapore’s peace and security,” he elaborated.

The work Bryan does is crucial to maintaining the delicate balance that our national security hinges upon and requires immense dedication and attention to detail. Fortunately, he is sufficiently motivated thanks to the sheer magnitude of the intelligence mission and the stalwart team of people with whom he works.

“The DIS’ intelligence mission is critical to keeping Singapore safe and secure. We operate all day, all night, every day, and every night to make sure that Singapore is not surprised by threats that lurk in the dark,” he said. “We bring certainty to an uncertain world. Our people understand the importance of the mission. This motivates me to give my best because I know that the friends that I work with are giving their best too.”

These ideals were put to the ultimate test during the COVID-19 pandemic. Bryan recalled serving his final vacation attachment before completing his studies with the SAF Medical Operations Task Force, supporting the government’s efforts in containing the virus.

Bryan mentioned, with no small amount of pride, his involvement in the operation to transport transporting migrant workers from their dormitories to medical facilities, where they could be properly cared for. “It was a privilege to be able to contribute to the country in a meaningful way,” he enthused.

Bryan also shared on the culture in the DIS. “The DIS is a diverse community of experts. Every one of us is an expert in our own field and we are recognised and treated as such,” he explained. “The DIS has a very flat structure that allows everybody to be heard. Even though I am often the most junior person in the meetings that I attend, I feel that I am heard and that I can contribute ideas meaningfully.”

With his talents being honed in an environment as open and collaborative as the DIS, Bryan’s career ahead seems to be bright and his prospects unendingly exciting. He attributes this to the fact that the organisation values people, something that encourages unparalleled growth and development.

He hopes his ambitions will lead him down a similar path; “I would like to emulate that and become Singapore’s expert in a particular domain too.”
