CAAS Scholar Lim Ming En Ian shares his journey as part of the team dedicated to safeguarding Singapore’s skies.

Lim Ming En Ian is currently a Deputy Manager (Air Traffic Management) in the Air Traffic Services Division of CAAS. He is a recipient of the CAAS Overseas Undergraduate Scholarship and graduated with a Master of Engineering (Aeronautical) degree from Imperial College London.

The Civil Aviation Authority of Singapore (CAAS) plays a vital role in developing Singapore as a leading global aviation hub, ensuring safe, secure, and efficient air transportation and supporting the growth of Singapore’s civil aviation sector.

Lim Ming En Ian is a recipient of the CAAS Overseas Undergraduate scholarship. The CAAS scholarship has enabled him to pursue a Master of Engineering at Imperial College London. Driven by his passion for aviation, Ian was inspired to join CAAS to seek out opportunities where he can contribute positively to shape the future of the aviation industry in Singapore and internationally.

Your passion for safety policy and planning is evident. What sparked this interest?

When pursuing my studies in Aeronautical Engineering at the Imperial College London, my fascination with safety policy and planning work took flight. It was during this time that I gained an understanding of the critical role that safety policies play to ensure the highest level of safety for passengers, crew, and aircraft operations.

Working in this field will create possibilities to collaborate with experts from different disciplines, including engineers, operations specialists, and managers who are united by a shared goal of enhancing aviation safety. This multidisciplinary approach inspired me to join the Safety Policy and Planning division at CAAS.

That makes sense! So, why did you choose the CAAS Overseas Undergraduate Scholarship over all the other scholarships available?

I chose it because of its important mission and focus on developing the aviation industry in Singapore. As a Singaporean, contributing to the growth of this sector is more of a personalresponsibility than a professional interest for me. The CAAS scholarship offered me the perfect opportunity to align my passion for aviation with the development of this critical sector in our country.

How were you aided by CAAS through the scholarship?

The comprehensive support from CAAS, coupled with the internship opportunities during school vacations, created a nurturing environment for me to thrive. This included tuition fees, living allowances, airfare, and miscellaneous expenses. It allowed me to maximise my potential and make the most of my academic journey, knowing that I had the backing of an organisation committed to my success.

Speaking of work experience, how have you been able to apply your university education to your current job?

One of the most impactful lessons I learned during my university years was the importance of critical thinking and problem-solving skills. These skills, honed through rigorous academic pursuits, have proven to be indispensable in my current role, where I am entrusted with analysing safety risks and formulating policies that shape the future of our industry.

Critical thinking and problem-solving skills have allowed me to identify gaps and propose evidence-based solutions that address the multifaceted challenges faced by our industry.

Please share with us your experience working at the Safety Policy and Planning division in CAAS. What does your role entail?

I am responsible for conducting research and analysis, developing policies, and providing adviceto stakeholders. Additionally, I work closely with other divisions in CAAS to ensure that safety policies are implemented effectively. One of the career highlights for me in this role is the successful implementation of a safety policy that I helped to develop which involves the management and provision of data to enhance CAAS’ capabilities in analysing and addressing safety risks.

How has CAAS facilitated your career so far?

CAAS has facilitated my academic and career accomplishments by providing me with opportunities for training, exposure to different divisions within the organisation, and networking opportunities. For example, after completing two years in Safety Policy, I was offered a stint as an Air Traffic Controller to gain exposure to Air Navigation Services. The diverse array of roles within CAAS provides opportunities for professional growth, fostering continuous learning and training for impactful contributions to future projects.

What about your future aspirations? Do you have any career goals for yourself?

Looking towards the future, my aspirations in the aviation industry are driven by a deep desire to continue making meaningful contributions and further developing my leadership skills. The path I have embarked upon at CAAS has instilled in me a profound sense of purpose and a relentless drive to create a lasting impact on the industry that I hold dear.

As I progress in my career, I envision myself taking on roles where I can shape the direction of aviation safety policies on a larger scale. I strive to become a respected leader, guiding and inspiring teams to achieve excellence in their work and foster a culture of continuous improvement.
